Background:

Improvement of the Civil Registration system, in synergy with EU support to education, elections and public sector reform fields

Job description:
  • Support to the National Civil Registration Authority to help maintain continuous, decentralised and universal registration of vital events (such as birth, marriage, death). Assure Real-time data access to an interoperable civil registration database to allow a broad range of relevant state institutions to carry out their mandates, improve information based decision making and service delivery.
  • Assist Ministry of Internal Affairs in making regulations on data collection by Authority and Statistics Sierra Leone, aggregation and sharing of vital statistics with relevant institutions
  • Increase citizen access to civil register service centres and document extracts
  • Establish high quality connectivity between priority agency databases and the central civil registry database
  • support targeted supplementary field registration where needed
  • Assist in establishing an online/SMS facility for individuals and user agencies/private sector to check the accuracy of entries
  • Expand awareness campaigns on birth and death registration
  • Provide training to relevant non-state actors, including health workers and traditional and religious authorities.
  • Provide training to relevant state actors
  • Scale up rolling birth registration by 1222 Peripheral Health Units
  • Roll out death registration, possibly through the 117-hotline system, design a dashboard notification function to directly import 117 notifications into the database
  • In cooperation with relevant Ministries, provide training to schools to notify National Civil Registration Authority of unregistered enrolees/applicants
  • Hold joint trainings with local registration centres and school administration personnel to ensure reciprocity of notification and registration with school enrolment and attendance.
Candidate's profile:
  • Master degree in Public Administration or any other relevant discipline
  • Minimum of 10 years professional experience in civil registration in developing countries, with focus on death and birth registration
  • Experience in data protection
  • Minimum of 2 years of professional experience in utilization of mobile devices for civil registration
  • Prior experience in Sierra Leone or West African region would be an advantage
  • Experience with EDF procedures
  • Fluency in English Language
