Project Title:

Cooperation for the Enhancement of the SADC Regional Economic Integration (CESARE)

The assignment will contribute towards the overall goal of the CESARE programme:“SADC member states have improved the preconditions for trade in the area of goods and services in line with the SADC industrialization agenda.” The project operates in four fields of activities: 1) elimination of non-tariff barriers (NTBs) to trade in priority regional value chains; 2) implementation of the CTFP with a focus on trade-facilitation measures that are relevant for the industrialisation agenda; 3) introduction of a system to facilitate small-scale cross-border trade; 4) support for negotiations on trade in services in priority sectors.
The following project supports activity 4, by supporting the SADC Secretariat and Member States in successfully concluding the first round of negotiations, starting the implementation of commitments, and in preparing and supporting subsequent negotiation rounds.

Job description:

Technical tasks:

  • Providing legal, economic and strategic advice to the SADC Secretariat, esp. IDT directorate, as well as SADC Member States,
  • Support for SADC Secretariat to assess capacity building needs and deliver regional capacity development assistance effectively and efficiently,
  • Support for SADC Secretariat and SADC member states to manage relevant networks, stakeholder dialogues and coordination processes,
  • Support relevant networks in the implementation of services liberalisation commitments,
  • Support for regional information and knowledge management in close coordination with the GIZ project team,
  • Awareness raising, information of responsible institutions and staff in SADC member states and GIZ projects.
  • Update the online Trade in Services repository at

Project management function:

  • Monitoring and documenting work progress
  • Planning and supporting project-related research
Candidate's profile:
  • bachelor degree in law, economics (or comparable specialization)
  • well-founded expertise in trade in services (at least 5 years)
  • good knowledge of regional economic integration in Africa (in SADC; knowledge of other RECs is an advantage)
  • necessary socio-cultural skills
  • client and partner orientation
  • high capacity for teamwork
  • efficient work practices
  • interdisciplinary thinking
  • training experience
  • regional experience in Southern Africa (at least 5 years)
  • good spoken and written English. Skills in one of the following languages: French or Portuguese are an advantage.
