Project Title:

Cooperation for the Enhancement of the SADC Regional Economic Integration (CESARE)


International or regional long-term expert (Team Leader)

The assignment will contribute towards the overall goal of the CESARE programme:“SADC member states have improved the preconditions for trade in the area of goods and services in line with the SADC industrialization agenda.” The project operates in four fields of activities: 1) elimination of non-tariff barriers (NTBs) to trade in priority regional value chains; 2) implementation of the CTFP with a focus on trade-facilitation measures that are relevant for the industrialisation agenda; 3) introduction of a system to facilitate small-scale cross-border trade; 4) support for negotiations on trade in services in priority sectors.
The following project supports activity 4, by supporting the SADC Secretariat and Member States in successfully concluding the first round of negotiations, starting the implementation of commitments, and in preparing and supporting subsequent negotiation rounds.

Job description:

Technical tasks:

  • Providing advisory services to the SADC Secretariat, esp. IDT directorate, the TNF Services, and Member States, including:
  • Strengthening the technical capacities of the SADC Secretariat and the SADC Member States to advance liberalisation of intra-regional trade in services,
  • Support for the SADC Secretariat and TNF Services to conclude ongoing negotiation on trade in services and to prepare and conduct future negotiation rounds,
  • Support for the SADC Secretariat and TNF Services to continue steering, coordinating and mediating the process of SADC intra-regional liberalisation of trade in services,
  • Support for the SADC Secretariat for the preparation and implementation of regular events (TNF Services, Sector Fora, workshops etc.) ,
  • Support to the SADC Secretariat in the preparations to monitoring the compliance by Member States of services liberalisation commitments,
  • Support for SADC Member States through strategic, legal, and technical advice concerning matters related to negotiation of trade in services and implementation of services liberalisation commitments,
  • Advises the SADC Secretariat about the complementarity and compatibility of SADC services sector integration and the planned negotiations on services for the Tripartite Free Trade Area and the Continental Free Trade Area in Africa.

Project management function:

  • Implementing the German contribution in the partner organization as the component’s Senior Advisor,
  • Responsibility for carrying out checks on the use of funds and financial planning in consultation with GIZ’s officer responsible for the contract and cooperation,
  • Preparing regular reports,
  • Coordinating stages of the project with key stakeholders and ensuring transparency for the partner.
Candidate's profile:
  • graduate degree in law or economics (or comparable specialization)
  • well-founded expertise in the field of regional economic integration (at least 10 years)
  • well-founded expertise in trade in services (at least five years)
  • experience with project management (at least 10 years)
  • high capacity for teamwork
  • high qualities and experience as political advisor (at least 10 years)
  • experience in capacity development and training (at least 5 years)
  • regional experience in Southern Africa (at least 5 years)
  • good spoken and written English. Skills in one of the following languages: German, French or Portuguese are of advantage.
  • experience in applying GIZ's management model for sustainable development “Capacity WORKS”
