Background For upcoming assignments, ICON-INSTITUT Engineering GmbH is regularly seeking EU experts as short-term and long-term consultants for the following activities within the water supply and sanitation sector:
           
Job
Description		 Human Resources Development
Training needs assessment, elaboration of training plans and evaluation of training programmes and methodologies in the following fields:
    General management for a service provider in water supply and sanitation
    Work planning, organisation and control
    Financial management (including cost calculation and control), tariff setting and fee collection
    Customer relations/ Public relations
  Design of training courses, elaboration of training materials, and implementation of training programmes
  Development of staffing plans and job descriptions including the specification of qualification requirements
  Development and implementation of concepts for the recruitment of qualified staff
   
  Institutional Development
  Capacity needs assessment and institutional development strategies
  Consultancy in operative and strategic development of water units and/or utilities, including re-structuring of organizations
  Development of organisational structures of water utilities/ water associations including the description of functions for key units
  Elaboration of strategies for proper customer relations and public relations of water utilities/ water associations incl. the set-up of IT based customer database
  Elaboration of suitable management instruments and an appropriate IT based Management Information System (MIS)
  Commercialisation of municipal water utilities/ units
               
Candidate's
profile		 Qualifications and skills
Higher university degree in a relevant field
  At least 10 years of general professional experience
  Sound working experience in of the above mentioned technical fields
  Fluency in English (written and spoken)
  Knowledge of Spanish as well as of a regional language would be an asset
  Part of his/her general professional experience gained abroad
  Working experience in international projects financed by EC, KfW, GTZ, etc.
