Background For assignments within the upcoming Framework Contract (BENEF) Lot 7 “Governance and Home Affairs”, ICON Public is seeking EU experts for short-term services in the interest of third countries benefiting from EC External aid .
           
Job
Description		 The objective of the EC Framework Contract is to provide, via individual assignments, short-term technical assistance, which can be mobilised at very short notice.
  The sector focus is:
  Promotion and Protection of Human Rights
  Democratisation and Civil Society
  Legal, Enforcement, Civil Service and Public Administration Reform
  Decentralisation
  Management of Public Finance
  Fight against Organised crime and Terrorism
               
   
Candidate's
profile		 Higher university degree in a relevant field
At least 10 years of general professional experience
  Proven work experience in technical assistance projects, if possible EU projects (including project cycle management)
  Fluency in English and further language skills in French, Portuguese, Spanish or Russian are an advantage
  Experience in Team Leader positions is an advantage
  Excellent team building, negotiating, reporting and organisational skills
