Background ICON is a contractor in the EU multiple service framework contract with ongoing competition to support EU Election Observation Missions (EOM). As possible Service Provider we will provide
  logistical and
  administrative
 

support to the EU EOM as well as the security management. The objective of the Service Provider is to enable the EU observers to fulfill their mission with the least logistical and security constraints possible..

           
Job
Description
The two project managers are responsible for the overall management of the mission including budget management.
  They will arrange for all logistics and administrative requirements to deploy and repatriate the mission (equipment procurement, financial and contractual aspects of the mission implementation, international transportations, visas etc.). They will liaise with the Chief Observer and relevant services of the Commission on regular basis.
  They will supervise and work in close cooperation with a team of Logistics and Security experts as well as local support staff and will carry out amongst others the following tasks:
  Set up the EU EOM office according to the requirements specified in the EOM terms of reference. The office set includes IT equipment and Telecom as well as any other requirements set out in the EU-EOM and in future EU-EOM request that would arise during the implementation period;
  Identify and pre-select the local support staff prior to the arrival of the Core-team members;
  Identify transport and accommodation arrangements for all EU Mission members prior to their arrival;
  Identify most competitive local service providers (including drivers and interpreters) available in the country and set up the relevant procurement procedures;
  Liaise close with the elections authorities in the country, for timely arrangement of the accreditations;
  Provide support and advice on logistic and security issues to the CT in the elaboration of the Plan of deployment and Evacuation plan;
  Ensure distribution and retrieval of the equipment to/from EU EOM Members, and to report to the EC;
  Manage the office and direct the Service Provider's team in the field, dealing with EU-EOM.
               
Candidate's
profile

Qualifications and skills

University level education in Project Management, Business Administration, Public Administration, Finance, Economics, International Relations or a related field. Adequate university level education and training management, finance or international relations or in a related field and relevant professional experience in project management;
  Ability to identify and quantify tasks, design achievable solutions and direct their implementations;
  Excellent planning, organisation and problem solving skills; Sound judgement;
  Very Good reporting skills; very good management, financial and budgetary skills;
  Excellent communication skills ; Excellent interpersonal skills;
  Demonstrated ability to lead a team and maintain effective working relationship in a multi-cultural, multi-ethnic environment;
  Demonstrated ability to meet tight deadlines, to operate under stress situations and provide crisis management.
     
 

General professional experience

  At least 7 years of work experience of management, implementation and administration of large-scale international operations in a multi-cultural environment in a similar position.
     
  Specific professional experience
  Proven working experience in potential beneficiary countries or in the region, ability to work under difficult logistical and security conditions;
  Proven experience (at least 5 years) in team and budget management;
  Proven past experience in elections (e.g. as implementing task manager in EOMs or logistics/operations expert in EOMs/assistance missions) or in humanitarian/emergency assistance and/or project management experience are important assets;
  Good knowledge of European Union institutions and European Commission procedures;
  Fluency in English plus one more language (e.g. French, Spanish, (Arabic) and/or Portuguese) depending on the beneficiary country will be a pre-requisite.
