| Background | For upcoming assignments within the Framework Contract Lot 11, ICON-INSTITUT GmbH is regularly seeking EU experts as short-term consultants . The objective of the EC Framework Contract is to provide, via individual assignments, short-term technical assistance, which can be mobilised at very short notice. | Job Description |
As a minimum, the expertise is required to cover the entire project cycle including: | |||||||||||
|
programme / project identification and preparation / formulation, | |||||||||||
|
assistance implementation, | |||||||||||
|
preparation of Terms of Reference (services, works, supplies, …) and evaluation of offers (Procurement), | |||||||||||
|
evaluations (ex-ante, interim, ex-post etc.), monitoring, | |||||||||||
|
(cross-) sectoral policies and reforms, macroeconomic (economic, budgetary) appraisals/studies (incl. public expenditure review), | |||||||||||
|
legislation, regulations and law enforcement, | |||||||||||
|
institutional building, training, and research. | |||||||||||
| Candidate's profile |
Qualifications and skills: | |||||||||||
|
higher university degree in a relevant field, | |||||||||||
|
at least 10 years of general professional experience, | |||||||||||
|
sound working experience in one of the mentioned technical fields in the list of sub-sectors, | |||||||||||
|
fluency (written and spoken) in French, further languages are an advantage, | |||||||||||
|
proven work experience in TA or FA projects, if possible EU projects, | |||||||||||
|
experience in Team Leader positions is an advantage, | |||||||||||
|
ability to work in a team, | |||||||||||
|
excellent communication skills. | |||||||||||
