The goal of the assignment aims at addressing the Organisational Development component of the Educational Development Program (EDP). This includes two basic components: 1. Development of New Organisational Structure for MEHE and 2. Staff Development.

Functional analysis of the Ministry of Education and Higher Education
     
  Development of new organisational and functional structures and systems for MEHE
     
  Development of a communication system at all levels of the hierarchy and with the regions
     
  Built-up of adequate management mechanisms, in particular permanent policy and planning mechanisms
     
  Set-up of an inventory, analysis and correction, where needed, of all generic support and unique management processes
     
  Quality control management systems and monitoring mechanisms
     
  Revision and completion where needed of the new and relevant amendments to be made to the current laws/ articles and other legal stipulations
     
  Assessment of permanent and temporary personnel needs, setting of recruitment conditions, jobdescriptions, career succession plans, performance procedures and performance assessment systems
     
  Set-up of a permanent mechanism for identifying and addressing the needs and requirements of personnel for the conduct of in-service programs covering competency/ skill training.
     
  Elaboration of operational handbooks for the relevant organisational and functional structures
     
  Methods and mechanisms for securing and safeguarding budget allocations with an eye at institutional capacity building
     
  A fundamental staff development program, which aims at improve skills of MEHE’s personnel with all aspects of the newly adopted organizational structure
