| Objective | The mission analysed if the PAPSE achieved to support the progressive development of the capacities of the Government of Nicaragua in designing and managing the education policies. The conclusions and recommendations provided an input in order to adapt and improve the current programme, where required, and to formulate future aid to the sector via the programme PAPSE II (2008-2010). | |||||||||||

Taking into account the selected support form of the programme (budget support), the mid-term review mission analysed initially a set of general factors. Among these were: | |||||||||||
| the macro-economic stability; | ||||||||||||
| the elaboration and establishment of a budget framework; | ||||||||||||
| the improvement of the management of public finances/ the analysis of spending in the educational sector; | ||||||||||||
| the co-ordination of donors; | ||||||||||||
| the improvement of the information and monitoring systems, the quality of available sector statistics, the definition of the use of indicators and the | ||||||||||||
| the institutional capacity of the beneficiary | ||||||||||||
| Subsequently, the achievements realised since the beginning of the PAPSE programme were analysed, e.g.: | ||||||||||||
| the contribution of the programme to the decentralization of the sector | ||||||||||||
| the progress of the reform of secondary education | ||||||||||||
| the support to teachers and instructors | ||||||||||||
| the support to the Atlantic Coast of the country | ||||||||||||
| Moreover, the mission carried out an analysis of the financial aspects of the education sector and examines the institutional capacity building and monitoring results of the PAPSE. Finally the previous analysis enabled the mission to propose recommendations for the future support to the educational sector in Nicaragua. | ||||||||||||
