| Objective |
The aim of the project is to support the European Agency for Reconstruction (EAR) in the preparation of the international Call for Proposals under the 2006 CARDS Civil Society Programme and in the evaluation of project proposals. Furthermore, the project assists the beneficiaries as well as the EAR in ensuring effective management to grants as well as the monitoring of the implementation of the Grant Programme as a whole. |

| Services Provided |
The project deals with the following key activities within three major work packages : | |||||||||||
 |
Development of a ToR for International Call for Proposals in consultation with the EAR and the Ministry of Labour and Social Welfare; | |||||||||||
|
Assistance to Evaluation Committee members in project proposals evaluation process in accordance with evaluation grids; | |||||||||||
|
Streamlining the activities by Civil Society Organisations and their partners which have won grants; | |||||||||||
|
Provision of guidance and advice to selected CSOs in different areas including project and financial management and proper reporting to the EAR; | |||||||||||
|
Assistance to selected CSOs and their partners to improve strategic communication with the public; | |||||||||||
|
Development of success criteria to be used for individual assessment of CSOs and consequently, evaluation of the whole programme as well as for adjustment of project directions during the implementation period, so as to achieve better results; | |||||||||||
|
Reporting to the EAR on the Programme status; | |||||||||||
|
Assistance to the EAR in checking financial reports produced by selected CSOs that have been awarded grants and | |||||||||||
|
Assistance to the EAR in close monitoring projects implementation. | |||||||||||
