The first call in Germany comprised 129 Development Partnerships with round about 1800 projects. (500 MEUR) The national evaluation of EQUAL comprises:

Examination and evaluation of the inner coherency or the programme as well as of the continuing validity of the programme strategy

Examination of the external relevance and the social-economic context of the programme

Analysis of the operational context: programme steerability

Coherence of selection criteria

Evaluation of the Programme monitoring system

Evaluation of Co-operation in Development Partnerships/ Networking approach

Evaluation of the Transnational co-operation

Evaluation of Empowerment

Evaluation of the innovation (programme-) results

Overall co-ordination of the DPs evaluation and the monitoring-system in coordination and co-operation with the Management- and Implementation system;

Mid-term evaluation, to be submitted to the Commission by 31 December 2005 and up-dated 31 December 2006;
The immediate use of the mid-term evaluation will be to inform the Management and Implementation system in preparation for the second call for EQUAL;

The evaluation of EQUAL should indicate to what extent the EQUAL Initiative has
managed to link EQUAL with mainstream National Programmes (NAP’s), the ESF programmes and the political objectives pursued in the framework of the National Programmes and the European Employment Strategy;

The evaluation will provide information and experience which can contribute to the further development of the NAP’s and the European Employment guidelines and the Social Inclusion Process
